Swollen shank

I have a 5 week of Cochin pullet that developed a swelling on her right shank and a hard swollen red bump about the size of a dime on the back of her neck that has now traveled a little down her back. No feathers grow there. And if she does not tuck her neck down and wings up the others will peck at the open red areas where there are no feathers, no blood yet. I have used neosporin on both places and the shank and neck bump seem to be shrinking but no feathers or fluff growing back. I do not see any lice, bugs on her or any of the other pullets. I also tried dusting but that just made her skin flake off and redder. Any suggestions.
