Regugitating (and swallowing it again?)

For reason my parrot will rub his left foot with his beak, make a weird swinging movement with his head, and then he'll throw up some food in his mouth and re-swallow it. I'm not sure if he's doing it to not feel hungry, but he always has a whole container of seed in his cage and I give him fruit sometimes. Any idea why he's doing this?
