Captive parrots do not normally eat for hours each day. They eat a morning meal and another one at dinner time. Your bird will get too fat eating this way, and I think he is sick is one of the reasons he's eating all the time.

You need to take your bird to an Avian(bird) Vet in your area immediately as it sound as if this bird is sick. The neck stretching and extended tongue sounds like he is having some difficulty breathing which points to a bad infection.

Only take bird to an Avian Vet and not a regular dog and cat vet as they do not know how to diagnose or treat parrots and other exotic animals.

Your bird has to go to Avian Vet, and you need to consider feeding him organic pelletes found on this site instead of seeds. An all seed diet is a very poor one low in basic proteins and full of fat. There are several kinds here, and always use organic to avoid pesticide/fertilizer residue, preservatives(organic food has to be refrigerated) and dyes. I have an indian ring neck, Taj, looks just like yours. He was doing that the other day. It was like he was choking. Freaked me out and then he was fine. It was really weird.
