At what age can I tell if my bird is male or female? Its now 3 months old.

Males tend to have a ring around thier necks where females dont. Typically younger birds you cannot tell until they reach maturity. Young birds like ringnecks will look like females until they mature.

You can take your bird for DNA sexing to the local aviary, or bird shop. They will clip your birds nail till it bleeds and then put the blood onto a card. They will send it in. This will cost about $35 or so. Cheaper then a vet sexing your bird. It typically takes a week to 2 wks for results, plus you will be given a certificate of the birds sex. Getting your bird sexed, is simple and affordable.

Or, you can wait a few years, and see if the ring shows up or not. (personally I hate the wait!)

Indian Ringneck parrots reach sexual maturity around 3 years of age and females can reach sexual maturity around 2 years of age. If you wish to find out if your IRN is a boy or girl before 3 years, the only alternative way is through DNA sexing.
