Rosella puffs up and sways

We recently got a Rosella he was hand raised, he mainly stays in his cage but sometimes we let him Out to fly around but wen we put him back in the cage and exspecially when my little brother goes near him we puffs right up and sways side to side and his pupils are fully dialated, what does this mean?
