Rubber bands safe for birds?

We discovered that our birds love rubber bands. We tie them to the cage bars, and they chew and move them around. Are rubber bands okay for the birds to play with? If not, would surgical rubber be okay?

I do not feel that rubber bands are appropriate or safe toys. I do not know of any toxicities associated with them, but am concerned of entanglement, strangulation, and potential for ingestion.
