It does not necessarily mean he is sick. Birds wipe their beaks on their perches to remove food from it and it is called "FEAKING the BEAK". Funny word, and it may not be spelled right. As for biting feet, this is not normal, and I'd make an appointment with an Avian Vet in your driving area and take him in for a checkup. Vet will look for parasites and infections and prescribe whatever he needs. He could have mites. When you talk of outings, if you are putting him in trees outside, he will get parasites both internal and external as other wild birds have been in those same places and carry a variety of bacteria and parasites. Keep him in a cage when he's outside and do not hang cage in a tree for all the above reasons.Make sure wild birds cannot land on his cage as well.
So, take him into Avian vet to make sure he has no parasites or infections. If he's never been to the vet since you've had him, he MUST go now. All new birds need to see an Avian vet within the first week they are with us as moving brings their immune systems down where they can contract an infection.
