Runny cere, rapid loss of feathers under wings and around the cere

I am pretty sure this is an emergency, but I live in a small town and cannot find a bird vet. I tried contacting one of the general vets here, but they don't want anything to do with it.

I haven't had my little parakeet for very long, about 2 months. I noticed today that Baby has a bald patch underneath his wings that was not there day before yesterday. He also has thinning feathers above his cere. I had thought my other parakeet was picking on him, so I moved him out of that cage. Today it became clear that this bird is having a serious problem, there is clear fluid coming out of his cere, the feathers above his cere are wet, and it sounds almost like he is wheezing. I am terribley afraid my bird is dying and I feel helpless for being stuck in this place. Is there ANYTHING I can do myself for my bird???

Need to find an avian vet

I am sorry to read about your bird. Dr B can not help and does not have any over the counter suggestions. He suggests that you Find an Avian Vet. There are a couple of links you can follow to look for one, if there is not a vet in your area listed on the page.
