Sounds like your bird either has excessively dry skin or has parasites like mites. You will need to take your bird to an Avian Vet as soon as you can as mites will destroy a bird's feathers and skin, so please do not delay getting bird looked at by an Avian vet in your area.

Let us know what vet had to say when you can and thanks for writing,
Linda

Sara you sound young from your comments-do you keep your bird's cage very clean? Change the water every day and the paper even if there's only 1 poo and make sure nothing is around the cage that could have bugs-sounds like mites to me but I don't know-hygiene will help. Does your bird bathe or do your spritz it? Mine loves a mist shower.

Your bird needs to be seen by an avian vet to determine why it is doing this. Please take your bird to an avian vet asap!
