scratched baby ringnecks eye

I have a baby ringneck bird that is about 3 weeks old!! this morning his eye was closed, and when he open it, it looked like it was scratched or poked with his sticks(feathers are not out as yet) soo i dipped a coton wool in milk and wiped the eye! i saw a bit of blood, and as i wiped it looked like a membrain that had come off!! id like to know if i was meant to use milk/water? should I take the bird to the vet? also is it a possibility that the bird might be blind?

Yes, you need to Find an Avian Vet for your bird right away. Only an in person visit and exam will answer your questions and get help for the bird.
