Shedding budgie with strange growths on head

My three year old male budgie has started losing all his feathers. His blue and green ones are almost half gone and he just has big patches of White under feathers. I also thought his head was bleeding, but when looked close they looked like red worms growing up from his head. I figured these were just pin feathers or similar but he just doesn't look right, a bit poorly round the eyes and he's suddenly got very loving with his female companion when usually they fight all the time. Is something wrong with my budgie?
