Sick Budgie

My budgie is pooping with a white-ish tint. Not in the middle, for that is "pee" but the part thats supposed to be green-ish. He's been sleeping more often as well. And a couple days ago it was vomiting clear/ white liquid from its beak (NOT seed) What does this mean? Thank you for your time.
