sparrow eye please help

i found a sparrow on the street and it couldnt fly and it was very cooled so i took it in and saw that his eye was bad on the eye lid it was red and rough all around it seemed that the eye was smnaller then the other but the center looked healthy it is jus the outside. i would like to know what it is and how i can treat it.
