suddenly agressive

My 15 years old cockatiel is in heat about to weeks. He became very agressive and wants to be on my hair all the time. Help, what should I do with him.

Birds do not go into heat. Anytime a bird's behavior suddenly changes like this, it may be because the bird is sick. Your bird needs to be examined by an Avian Vet in your driving area to make sure he is not suffering from an infection that is making him act aggressively. Also keep him off your head and shoulders as this is not a safe place for the bird to be for you.
