Sun conure ruffled feathers, flapping one wing

hello. my sun conure is about 4 months old and I've only had him 2 days. all of a sudden he keeps his body feathers all ruffled and won't relax them keeps bobbing his head up and down and continuously flaps one wing. but not a full flap like a half flap like he's just jerking it. is this normal?

This is not normal, and generally means he is hungry for food or attention. I recommend that you have him examined by an avian veterinarian immediately.
