Can my green cheek conure sleep in an empty tissue box and be completely safe?

No, your bird needs to be in a safe large cage with natural branch wood perches. Retailers make little hanging beds for the smaller birds, and this is what you'd need to get once you have cage all set up. Putting a tissue box on the floor of a cage is nasty and not where a healthy bird can sleep. If you are asking if it is okay for him to sleep in this box outside of a safe cage, then absolutely not is the answer. All birds need safe, large cages to be safe in. No bird needs to be left outside of cage all the time as this can result in injuries or poisoning from something in the area. Please get your bird into a safe, large cage with the right kind of perches, toys and food.
