My parrot has the same motions. Actually he just started going through these motion 2 days ago. Spring time is upon us and it's breeding season. Your parrot wants a mate to breed with. If one is not present, your bird will go through his dance... as I call it. My parrot, Ollie will go through the motion,make his funny noises when I give him attention and rub the back of his neck.
