Budgie gender

Yellow and white budgies often do not get the blue cere even if they are males. Our yellow budgie is a male, but has a brownish cere.

The only way to be sure of the gender is a DNA test, as Linda said.

Cere Colour

From the picture provided it appears that your budgie is at least under a year in age due to the colour of the cere. The cere is the part right above the beak where the nostrils are. Since your budgie is still young the cere hasn't developed any true colour yet. If a budgie is male, the cere will be blue or purple. If your budgie is a female, the cere will be brown or pink. An adolescent budgie's cere is typically a pale pink or violet colour but it can still change up until the 1 year mark.

Well, we do try and help people on this site, and we are not magicians or mindreaders. We have no magic that can tell us the sex of your bird since you have offered no information as to age or any other facts.

DNA testing done in a laboratory is the way to have birds sexed. You will need to take your bird to an Avian Vet and have them draw a bit of blood and they will send it to a lab to do the DNA testing. When the results come back, you will know the sex of your bird.
