What is wrong with my parakeet

My birds eyes are really pink, all of the feathers around them have fallen out, and when he sleeps they crust over so he can't see. I flush them out about three times a day, and the female got better, but the males are just getting worse. What should I do? I live in North Dakota, and there isn't any Avian vets for hundreds of miles.
