You have an Indian Ringneck Parrot. Looks like from the pictures a ring is forming around the neck, and the darkness on the lower mandible, which indicates it is a "HE".
Probably around the age of 2-3 yrs. Females never form a ring around the neck, only males.

They are quite brilliant little birds. They do talk, and can learn tricks.
One thing about this breed is (that may drive you crazy), is the fact they like to dunk their food in their water. Which means changing the water a couple times per day.
You can buy a lixit bottle for the bird to drink from if this becomes a problem.

Make sure to give your bird plenty of attention, and time out of the cage, this will prevent plucking, and aggressive behavior. Make sure he has plenty of toys to play and shred. A bored bird is a bird who plucks! Ringnecks aren't typically known to be pluckers, but they have been known to do it from extreme boredom.
