He could be rubbing the feathers off... he may have an allergy, an ear problem, or otherwise. Be sure he gets plenty of bathes, try mixing some Aloe Vera Juice in with the bathing water, a healthy diet, etc.
If he seems to be acting off or really scratching/rubbing at that area then an avian vet visit may be in order.
