my budgie has this white crust on both of his feeet and i am not sure what it is

Take him to see an avian veterinarian. This could be mites or a nutritional problem, a combination of these or even dermatitis. An avian veterinarian can diagnosis this and provide proper treatment. Do not use any over the counter treatments especially for mites. They are dangerous and do not work.
