White toenail.

Is a white toenail on a 8 week old Congo an indication of a genetic problem or simply an oddity?

A single white toe nail doesn't signify & genetic 'problem'. It is more common than most people realise.

99% of the time it is genetics & comes form having the pied gene. It is very common in Eclectus and Greys but other parrot species have been known to have it as well. Nothing to worry about at all. However, since your bird is young and new you should take him to an avian vet for it's first wellness check up regardless.
