Your bird is a parrot and all parrots make noise as this is their form of talking. If your bird does not have what he needs, then he will make more noise until he gets it. If he is cold or hot, he will make noise until the issue is fixed.

If he is not feeling well, he will make more noise until he gets so sick he can no longer make noise.

Parrots are usually very vocal in the mornings and again in the evening around their feeding time. This is normal. If your bird is constantly doing this, then something is wrong, and you have to find out what it is.
