Why does my quaker bob his head rapidly

Why does my green Quaker Parakeet bob his head up and down rapidly? Is he happy? Also he has red skin and scratches alot. He also bites really hard and when you blow kisses at him he twitches and makes a squeeky noise like a squeeze toy lol. I just think he gets happy. Anyways, I just wanted to know.

No that is his "Travel Cage". We go to my parents a lot in the weekend. His real cage is much bigger.

That cage you have your Quaker in looks so small....it looks like a budgie cage. I hope this is not what he lives in permanently?

I suggest that you take your bird to your Avian Vet as it sounds like he has an infection of his skin which can cause other things to happen.
Does he like his sprays? This would also indicate something to you by his reactions.
