Birds are afraid of anything new and that includes toys, cages, foods and so forth.

Maybe the bell is scaring her. Put only one toy at a time in cage, and allow her time to get used to it before adding anything else. I suggest you try and find toys just like the ones she has liked before, and she may not be so afraid.

Birds will always be afraid of new things, so try and find toys she has played with before so she can settle down and feel safe. New things make birds feel insecure and unsafe, so find some exactly like what she had and only put one at a time in cage.
