My Maximillian pionus parrot came with a metal ring on its leg. what do the numbers mean that are on it?

The rings are the way breeders keep track of when babies were born and sometimes are coded so they can remember from which pair so as not to inbreed close blood relatives.

These rings can be removed, and I suggest you take bird to an Avian Vet to have this done. They can be removed with a bolt cutter or something like that if they are hard metal, but if you do it, there is a risk of severely injuring the bird, so have an expert do it for you. At the same time, have bird examined for infections, get a weight on him and have some general bloodwork done to create a baseline for later times when he is examined and found to be sick.

The numbers on your bird's leg can mean who the breeder is, the hatch number and the year it was born.
