young cockatiel picking himself

my young cockatiel is picking at his chest and making himself bleed, i thought it was because he was scare of my young daughter but i seen him do it the other day and she wasn't even home. and he's not friendly anymore try to bit us all the time. he has just changed. what can we do to help him

To me it sounds like your little bird has started to feather pluck BUT it could also have a problem in the chest & is trying to get at it hence why it seems to have turned a bit aggressive.
I advise you to take your bird to see an AVIAN VET only.
What is the birds poo like? If there is a change a definite visit is called to the vets.
If your bird was happy before this started look for reasons why this may have started like, is it being left alone a lot more often (boredom, so leave radio on), is it being picked at through the cage so feeling threatened, talk softly to it through the cage for a while each day to regain it's confidence.

It is possible that there is something internally bothering your bird and it is picking at it's chest to get to the discomfort.

Please Find an Avian Vet to examine your bird and run tests to see what is causing this behavior.

The personality change also indicates illness, by the way.
